STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implemented in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).
The Office of Maternal and Child Health and Nutrition (GH/MCHN) serves as the Agency’s technical and policy lead on maternal and newborn health, child survival, immunization, nutrition and environmental health, with a focus on preventing child and maternal deaths. Cross-cutting activities managed by the Office in support of this goal address private sector partnerships, social and behavior change communication, multilateral partnerships, gender, and monitoring and evaluation. GH/MCHN provides leadership in designing, implementing, monitoring, and evaluating maternal and child health and nutrition programs. This entails ensuring the technical integrity of USAID’s headquarters and Mission programs, providing global leadership in maternal and child health and nutrition policy and research, and supporting USAID Missions to work with partners, donors and other government agencies to accelerate progress towards the Agency’s goal of preventing child and maternal deaths. The Office comprises the following functional divisions: Maternal and Newborn Health Division; Child Health and Immunization Division; Nutrition and Environmental Health Division; and Research and Policy Division.
The Maternal and Child Health Monitoring and Evaluation (M&E) Intern will be assigned to the Research and Policy Division of the Office of Maternal and Child Health and Nutrition within the Bureau of Global Health at USAID. The Intern will participate in activities undertaken by the M&E team including conducting of analyses, TDYs, writing reports for publication or Congress, monitoring internal USAID data and programs, and providing technical guidance to partners. The intern will also undertake projects of their own interest as time permits, and gain the opportunity to improve skills across a variety of tools, including Tableau, LiST, Stata, ArcGIS, etc.
The Intern will work closely with and receive technical guidance from the Senior Advisor for M&E for MCHN. The Division Chief will serve as his/her onsite manager.
- Conduct secondary analyses on M&E Data.
- Ensure validity and accuracy of databases, collecting missing information from various data sources, and preparing data files.
- Attend programmatic-related events within and outside USAID as requested.
- Prepare presentations, reports and other communication documents, including research and information gathering, for use in applied settings that focus on monitoring and evaluation to support MNCH Office programs and priorities.
- Draft manuscript(s) for peer reviewed journals, reports, and other documents related to monitoring and evaluation, particularly as it relates to maternal and child health.
- Other tasks or responsibilities may be assigned based on organizational and programming need and/or the Intern’s own interests.
Anticipated learning outcomes: *required 10% time
- Published peer-reviewed publication.
- Internal evaluation of USAID program data.
- Drafting a report to be shared with policy makers
- Contribution of section to a new USAID initiative
- Identify and describe the core attributes of the STAR global health competencies; defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease.
- Gain exposure to M&E systems and Maternal, Neonatal, and Child Health through global health programming.
- Apply effective communication skills across a broad network of peers and advisors within global health to support learning and professional development.
- Develop a global health focused career plan with a mentor.
Additional skills (preferred):
- Currently enrolled doctoral degree candidate or completion of such within the past 12 months
- Knowledge and understanding of M&E systems and global health M&E issues related to developing countries.
- Experience with analyzing data from Demographic and Health Surveys and/or relevant large health data sets.
- Proficient with Microsoft Office Suite programs, such as Word, Excel, and PowerPoint.
- Strong written and oral communication skills in English.
- Strong organizational and interpersonal skills.
- Ability to work independently and in a fast-paced environment with short turnaround times while maintaining high standards.
- Strong interest in global health and monitoring and evaluation.
- Ability to participate in a field experience, which may involve domestic and/or international travel and overnight stays for up to 2 weeks.
- US citizenship or US permanent residency required.
- Experience with using STATA and maintaining database files is critical, including longitudinal data analysis. Experience with Tableau, R and GIS is a plus.
