Do you want to make a difference? Come join us! The Canadian Red Cross is looking for a Director – Disaster Risk Reduction, reporting to the Vice President, Canadian Operation Programs. The Director – Disaster Risk Reduction (DRR), is responsible for the development, management, and oversight of programming related to DRR and for providing technical contributions to the Canadian Operations business unit. This position is a key leader, strategist and subject-matter-expert in DRR, and responsible for managing and providing technical guidance to a team of subject-matter-experts by framing policies and strategies that align to minimum standards, and research/evidence in the areas of focus. The Director will lead: planning, monitoring, evaluation, and reporting against the Society’s commitments to DRR; implement the DRR Strategy and ensure contributions to other CRC frameworks; represent the CRC in key DRR forums nationally, and where required, globally; track policy developments in the sector and facilitate processes aimed at capacity building; provide support to DRR programs (national and provincial teams) regarding DRR, as well as liaise with CRC International Operations and external partners on this portfolio. The Director, DRR will also guide the development of tools and processes to ensure consistent and high quality programming that supports results-based management (RBM), knowledge management and learning in the sector.

In this role you will:
- Establish strategic and long-term direction for DRR programs/activities, plan and establish performance standards and makes recommendations;
- Be accountable that the programs/activities are effective, current, accessible and aligned to the Canadian Operations Framework as well as in compliance with Federal/Provincial/Territorial regulations/legislation;
- Ensure that the program service delivery is in alignment with latest research and evidence in the core areas of focus as well as organizational/geographic capacity;
- Develop and nurture internal and external relationship at the National level including with public authorities, private sector and other related non-profit organizations;
- Lead and represent, where appropriate, CRC contributions towards national platforms and events, including Canada’s Platform on DRR;
- Define, develop and oversee the relationships, agreements and alliances with National organizations, federal government departments / agencies, international partners, and provincial (as required) government departments/agencies;
- Direct and support the relationship between Canadian Operations and the Red Cross Red Crescent Climate Centre and Global Disaster Preparedness Centre (GDPC);
- Provide leadership and direction to the team regarding participation in conferences, forums across the country and globally as appropriate Canadian Operations Programs is represented according to strategic direction and positioned as a partner of choice in DRR;
- Lead the development of budgets and ensure regular monitoring of effective use of resources, demonstrated results, and budget efficiency in relation to program objectives;
- Engage and collaborate with other programs in the Society to integrate DRR activites within those programs and leverage established community relationships;
- Prepare and present annual grant applications, request for proposals and reporting as it relates to key expected achievements;
- Collaborate with leadership team to establish key expected achievements (KEA) for DRR; monitor the overall performance and success of the programs/initiatives through KEA results;
- Direct team to ensure that the development of aligned strategies and policy regarding the Society’s approach to DRR;
- Prepare and present reports/position papers and complete all correspondence as it relates to DRR;
- Engage, motivate and recognize our volunteers to support initiatives related to DRR.
We’re looking for:
- Completion of an advanced University degree or similar professional qualification in a related field.
- 10-15 years’ related work experience with five (5) of those years at a senior level or an equivalent combination of education and experience.
- Experience with Global Frameworks of the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals and the Paris Climate Agreement.
- Experience working with Indigenous communities.
- Solid understanding and leadership experience in the delivery of DRR (behavioral change) Programs.
- Knowledge of International Red Cross Red Crescent commitments and guidance on DRR.
- Knowledge and understanding of Disaster and Emergency Management issues in Canada.
- Experience leading and directing teams in high pressure and complex environments.
- Strong oral and written communication skills in English essential; Bilingual (English/French) is preferred.
- Ability to influence and motivate employees in a matrixed environment.
- Strong presentation skills.
- Experience in engaging volunteers, community and government partnerships.
- Strong negotiating, influencing and relationship building skills.
- Ability to adapt to changing circumstances in a fast-paced environment.
- Work experience with the Red Cross/Red Crescent movement, including time in the field with a National Society is considered a strong asset.
- Ottawa based, National Office, with the flexibility of working from home for a portion of your time.
- Travel within Canada required with the possibility of international trips.
- Ability to work in stressful and often ambiguous conditions.
