STAR PROGRAM DESCRIPTION
Sustaining Technical and Analytic Resources (STAR) is a project of the Public Health Institute (PHI) supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and low-and-middle-income country (LMIC) health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies. STAR is managed by the Public Health Institute and implement in partnership with Johns Hopkins University (JHU), the University of California, San Francisco (UCSF), and the Consortium of Universities for Global Health (CUGH).

The Bureau for Global Health’s Office of HIV and AIDS (OHA) is the locus of technical leadership for HIV and AIDS programming implemented by USAID. The Office provides input into USG decisions concerning the strategic allocation of financial and human resources in the
sector and supports USAID headquarters and field missions in designing and implementing effective HIV and AIDS programs. The Strategic Information, Evaluation, and Informatics (SIEI) Division provides strategic direction, technical leadership, and implementation support to USAID HQ, Missions, and the interagency in managing and utilizing PEPFAR program and financial data and systems to ensure accountability and demonstrate progress towards epidemic control.
Health information systems (HIS)/ Health Management Information Systems (HMIS) activities are a key component of PEPFAR Strategic Information (SI) programs. At the facility and community level, HIS assists health care workers in providing high quality and timely care. At the national, regional and Headquarters level, HIS assist public health managers in finding answers to key questions about the state of the HIV/AIDS epidemic, the delivery and process of prevention, care and treatment services, the effectiveness of these services, the capacity needed to improve programs, as well as to plan and report and reach goals impacting the epidemic.
Many countries lack robust health information systems and the related information and communications technology infrastructure (IT) needed to access and report high-quality data. Wherever possible, PEPFAR HIS activities build on existing data and information system standards and infrastructures in program countries. HIS activities target the design,
development, implementation, operations, maintenance and evaluation information systems and technologies.
The Senior Health Information Systems (HIS) Advisor (Senior Advisor) will be a member of the Health Informatics (HI) Branch in the SIEI Division in the Office of HIV/AIDS within USAID’s Bureau for Global Health. Broad responsibilities will include providing technical guidance to USAID, interagency partners, Ministries of Health, and implementing partners in the design, development, improvement, and maintenance of information systems that strengthen health service quality, effectiveness, and efficiency.
The Senior Advisor will work closely with and receive technical guidance from the Health Informatics Branch Chief, the onsite manager.
Essential Duties and Outcomes:
Build the capacity of USAID missions to drive Health Information Systems (HIS) development, implementation, and use in PEPFAR program countries:
Strengthen the capacity of USAID and the Global Health Bureau to manage and use health information systems to generate and use data for improved health outcomes:
- Strengthen the quality of HIS projects in the field by providing direct inputs to systems development and substantially contribute to project design; conducting site visits; meeting with program planners and managers in the field; providing TA; monitoring progress; and reviewing/analyzing results.
- Provide onsite HIS technical assistance and capacity building to Missions to generate in-country systems requirements, analysis, design, specifications, and oversight of project management, development, piloting/testing, and implementation of programs.
- Assess and evaluate the effectiveness of USAID-led HIS investments.
- Facilitate business requirements analysis discussions and translate findings into clearly defined software specifications, including rough orders of magnitudes (ROMS).
- Serve as a leading technical expert on HIS issues during quarterly program reviews reflecting investments of PEPFAR and other partners in select countries.
- Guide strategic planning by USAID, host country governments and development partners based on current digital health principles and proven best practices in HIS, including relevant engagement with other Agencies, HIS global stakeholders (WHO, GFTAM, etc), think tanks, and others.
Strengthen USAID’s global technical leadership in design, management, and governance of health information systems with the purpose of generating quality data for effective decision making:
- Engage across the Global Health Bureau with relevant GH Bureau Offices and Teams (ID, GH Data Hub, GH Health Informatics Working Group, etc) to ensure that HIV and health data systems are strengthened so as to enable quality data to improve decision making are addressed through PEPFAR work planning, and integration of sound digital health practices in USAID PEPFAR programming.
- Build capacity of emerging Health Informatics Branch technical staff through teaching and mentoring activities, with a focus technical guidance and sharing of lessons learned and experiences with USAID HIS implementation into effective HIV program implementation practices.

- Drive intellectual leadership around effective and country-owned health information system programming within and outside of the U.S. Government through peer and editorial review within professional journals, academic conferences, seminars and engagement with academic institutions.
- Facilitate global sharing and adoption of best practices of HIS implementation and governance by fostering stronger relationships, collaborations, and sharing between USAID, professional societies (e.g. HIMSS, AMIA), academic institutions and individual experts through convening consultative meetings, seminars, and other exchanges to strengthen dialogue and advance synergistic activities.
- Analyze, synthesize and disseminate key research and implementation findings, cutting edge methodologies, and best practices to the GH, USAID Missions and broader global HIS/digital health community.
- Liaise with relevant US Government Agencies and donors (CDC, WHO, Global Fund, World Bank, WHO, and private foundations, especially Gates Foundation) to build consensus and consistent programmatic approaches to HIS/PEPFAR data systems programming.
- Prepare and submit papers to professional journals and meetings related to PEPFAR programs, with a focus on PEPFAR-funded USAID health information systems developments.
- Demonstrate proficiency across the core global health competencies defined as development practice, cross cultural awareness, communication, capacity strengthening, ethics of public health, health equity, gender equality and global burden of disease that is necessary for persons practicing in global health.
- Cultivate mentorship skills based on the STAR GH mentorship curriculum to more effectively support and improve knowledge transfer and skills acquisition of staff, incoming fellows and interns.
- Advance leadership skills to successful support capacity building and knowledge sharing activities, and mentor develop junior staff.
- Apply leadership skills and technical expertise to support programmatic growth and scale up within health information systems programming.
- Master’s degree or higher in Computer Sciences, Management Information Systems (MIS), public health or a related social science field, Ph.D. preferred.
- Minimum 13 years of relevant technical experience with master's degree or a minimum of 15 years of relevant technical experience with bachelor's degree.
- Extensive knowledge and experience in federal information systems development, such as the Federal Information Security Management Act (FISMA), Office of Management and Budget (OMB), National Institute of Standards and Technology (NIST), Clinger-Cohen, FedRamp, among others.
- Extensive knowledge of health information technology and public health IT standards including, semantic, exchange, privacy/security, etc. and applications, including EMRs, laboratory information systems (LIS), DHIS2, OpenHIE, and others.
- Technical expertise with health information system/information technology (HIS/IT) and results oriented analysis.
- Demonstrated experience managing the full software development life-cycle of mid- to large-sized projects (i.e. crossing multiple program areas and conflicting needs; requiring integration of multiple non-standardized applications or business processes; and requiring complex reporting and communication at the agency and executive level) with minimal supervision.
- Extensive knowledge and experience with applying general software development lifecycle (SDLC) and project management best practices methodologies, i.e. Agile, PRINCE2, RUP, etc.
- Proven experience with managing the development or sourcing of health information systems that are currently in use.
- Proven ability to oversee the design or modification of sophisticated computer applications to meet data collection and reporting requirements.
- Substantial knowledge and experience with common relational databases, i.e. SQL, MySQL, Oracle, etc., and a good understanding of extracting, transferring and transforming data (ETL).
- Active user and proponent of Open Source solutions.
- Proven ability to develop rapport and effective working relationships with USG, host ministry, national and international working partners at all levels, local organizations, and other program partners, highly desirable.
- Excellent written and oral communication skills.
- Ability to travel internationally.
- US citizenship or US permanent residency required.
- Project Management Professional (PMP) certification is preferred.
